Garden roses do open all the way and are larger then regular roses. Since they have double the petal amount of a regular rose they will lose some petals when they open, this is normal for this rose and it will still look much larger and stunning.
Roses are shipped with their guard petal which is usally discolored and need to be pulled off when roses hydrate or when you are ready to work with them.
